Safer Neighbourhoods Anniversary: Summary of Stratford District initiatives from November 2006 to November 2007
Stratford Town Centre
- Staff at town centre shops were alerted via the radio retail link about two offenders wanted for stealing mountain bikes from Stratford railway station last November. The pair were spotted in the town and were arrested a short while later by local SNT officers on their sponsored bikes.
- A man was issued with a fixed penalty notice in December following liaison between local SNT officers and members of Bardwatch, an initiative allowing licensed premises in Stratford to share information by radio link. The man had been recorded on CCTV stealing a radio and was later recognised as he revisited the bar where the offence took place.
- A local officer working in the heart of the community has been given information on a graffiti tag. The offender has subsequently admitted the graffiti offences.
- Increased confidence in local SNT officers has meant that a name was given for the person involved in an incident of criminal damage at a local car dealers. The local youth has since admitted the offence.
- Following reports of arson in Woolworths and Debenhams in Stratford, a local officer was able to show video footage to local youths and was given a name. The male responsible was remanded in custody due to the seriousness of the offence.
- Police received reports that two youths had stolen the keys to a small digger and were causing criminal damage at a garden centre in Shottery. A prompt response by officers resulted in the arrest of the two youths involved in the incident.
- A local SNT officer initiated a multi-agency meeting in May to address a significant increase in complaints to police at Marram Court. Mental Health and South Warwickshire Housing Association have agreed to install CCTV and to monitor the mix of residents at the premises. The number of recorded incidents has since fallen.
- In response to increased numbers of sat navs being stolen from vehicles on the Maybird retail park, officers invited local celebrity Quentin Wilson, former Top Gear presenter, to assist them in handing out crime prevention advice, including beer mats featuring
Sat Nav Sam. - Special Constables from Stratford District conducted a four-hour traffic enforcement operation in June, specifically to tackle mobile phone and seat belt offences. As a result, two cars were seized for having no insurance, 36 non-endorsable tickets were issued along with one endorsable ticket to a motorist caught using a mobile phone whilst driving.
- Enagagement between Safer Neighbourhood teams and local schools are growing ever stronger and this was evident as PCSOs were invited into Stratford High School recently, this time not for for school liaison but to judge a cookery competition!
- Following several small fires in the Maple Grove area of Stratford, police and fire officers conducted visual audits and then liaised with retailers at the nearby Maybird Centre, encouraging them to reduce the amount of litter near their premises. The number of incidents in the locality has since fallen.
- PCSOs from Stratford were happy to join South Warwickshire Housing Association at their tenants' open day in August. They used it as an opportunity to introduce the SNT and to offer home safety advice, internet security tips and general crime advice.
- Local SNT officers have made the most of a new police post at Stratford Leisure Centre, increasing their visibility and being on hand for incidents in the area.
- Following nuisance incidents and anti-social behaviour at the skate park, three children were placed on Anti-social Behaviour Contracts (ABCs) in October. The number of reported incidents has dramatically reduced.
- Avonvale Vets in Wellesbourne provided Stratford police with a dog scanner in October. Support from the local community in this way means that tagged dogs can be reunited with their owners more quickly – meaning less distress for the dog and the owner as well as reduced demands on police time.
- Two local PCSOs have attended the Adult Learning Centre, reinforcing road safety messages to adults with learning difficulties. (Oct 07)
- The SNT in Stratford have supported a local engineering company at their cycle to work day in October. A local PCSO attended the premises on his mountain bike and offered security stamping to anyone who had used their bike.
- Police have worked closely with the council and Stratford High School to get an ASBO to prevent a 60-year old male from harassing a caretaker at the school (Dec 07)
- SNT officers worked with residents in Arden Street, Stratford to collate enough evidence to secure the eviction of a male for causing distress to his neighbours through his anti-social behaviour (Dec)
- SNT officers searched premises in Arden Street and located a male wanted in connection with a series of commercial burglaries, resulting in nine detections. (Dec)
- BardWatch, a scheme to look after customers in Stratford-upon-Avon’s licensed premises, has provided funding for four slim-line digital cameras that can be carried easily by SNT officers. Working together in this way, SNTs can give their full support to the scheme and can present BardWatch with photographic evidence to use when deciding whether to ban an individual from local pubs and clubs.
- Stratford Town Centre SNT have planned an initiative to reduce ‘purse dipping’ offences in Stratford in the run up to Christmas. They plan to hand out bells which can be attached to their purses or bags, giving an audible warning if someone tries to steal it.
- Sergeants Lucy Sewell and Paul Hammond were presented with Citizen Focus awards for their commitment to Safer Neighbourhoods at a ceremony in Leamington in January 2006.
Alcester North
- PCSO Anita McKinley & PCSO Gareth Walton were presented with a Citizen Focus award for their commitment to Safer Neighbourhoods at a ceremony in Leamington in January 2006.
- Officers issued a warning to local residents after receiving reports about an email scam claiming people were entitled to a tax refund. Police reminded residents to be alert to such scams and never to give out personal or bank details
- Alcester SNT officers conducted high visibility patrols in key locations over Halloween, bringing reports of anti-social behaviour down to a minimum, with just one incident in Studley and one in Henley.
- Thanks to a call from the manager at a housing scheme in Henley-in-Arden, police attended and detained several males with a history of distraction burglaries.
- An SNT officer has been working closely with young people and youth workers to provide funding for a youth club in Bearley village. The work is still ongoing but will help give those living locally a positive focus.
- Following a number of multi-agency meetings, a trunk road rest stop close to Tanworth-in-Arden has been closed, reducing the number of calls regarding anti-social behaviour in the vicinity.
- Police have taken the drugs dogs along to schools to enhance the drugs awareness message to young people in Henley and Studley. While the officer has given a presentation on the effect of drugs, the dog has scanned pupils for controlled substances.
- PubWatch schemes have been set up in Henley and Studley to supplement the successful scheme operating in Alcester. In its first year, the Henley scheme has issued eight life bans and four short term bans to troublesome customers.

- Two local youths in Studley admitted they had been involved in 16 damage to vehicle offences where car tyres had been slashed following intelligence gathered by local PCSOs. There have been no offences of this nature reported in the area since.
- A Studley PCSO was presented with an award for outstanding services to the community by the local parish council, after just seven months with the Alcester North Safer Neighbourhood Team.
Alcester South
- Alcester South officers helped police Remembrance Day parades in Alcester, Bidford, Salford Priors and Welford on 11 November.
- Local SNTS now have access to two bikes after these and the associated equipment was funded by the parish council, Neighbourhood Watch and other companies and individual contributions.
- Police have taken the drugs dogs along to schools in Alcester to enhance the drugs awareness message to young people. While the officer has given a presentation on the effect of drugs, the dog has scanned pupils for controlled substances
- Officers from Alcester South have held a series of mobile police surgeries around the area to increase accessibility and so that local people who cannot attend the police station still have chance to raise any issues or concerns with members of the SNT team.
- Alcester SNT officers conducted high visibility patrols in key locations over Halloween, bringing reports of anti-social behaviour down to a minimum. They also visited local retailers to reinforce firework regulations.
- Retailers in Bidford are working closely with local police under the Warwickshire Police Shop Watch scheme, which acts as a communication channel for information about local crime issues and prevention measures.
Shipston
- Around 70 vehicles were stopped and 14 drivers were issued with tickets in Shipston and Stratford on 7 December for vehicle defects under Operation Sober Profile, the drink drive and road safety campaign run by Special Constables throughout Warwickshire
- SNT officers targeted prolific offenders under Operation Eastbury in response to a high number of cars being stolen overnight. Three offenders were arrested in February receiving prison sentences of up to two years.
- Under Operation Queensborough, officers used offender management techniques to tackle anti-social behaviour in Shipston. Through targeting key ringleaders, they successfully applied for one ASBO, another offender received a prison sentence and a third moved away from the area to avoid further police contact.
- In a project funded by DASH (Drugs and Alcohol in Shipston), police joined prison, ambulance and fire officers for a ‘Prison Me No Way’ day at Shipston High School. A staged collision of a stolen car illustrated the involvement of the various agencies and the dramatic impact stealing cars can have on the lives of young offenders.
- A 16-year-old girl was given a three-year ASBO following her prolonged anti-social behaviour in Shipston. As well as the impact it has had on crime in the area, it has also changed her pattern of behaviour and sent out a strong message to other young offenders.
- Police in Shipston have encouraged shops selling alcohol to participate in the PubWatch scheme along with the traditional licensed premises. This way, anyone who buys alcohol for someone aged under 18 will be banned not only from the pubs, but from the local shops as well, acting as an even greater deterrent.
- By working closely with DASH (Drugs and Alcohol in Shipston), police and partners have been able to share information at an early stage, nipping problems in the bud before they develop.
- Police have used the Safer Neighbourhoods van to run surgeries in the outlying villages, ensuring that every member of the community has the chance to meet SNT officers face to face.
- Officers have kept alcohol fuelled disorder to a minimum by confiscating alcohol from anyone under 18 in a public place as well as from anyone with children drinking alcohol in a public place.
- Local SNT officers were involved in Operation Thuxton, a scheme to tackle graffiti and criminal damage to vehicles in Shipston. PCSOs were instrumental in gathering community intelligence and an impressive 71 detections were recorded.
- Local SNTS have been supported by the Road Policing Unit to tackle speeding, one of the main priorities at local pact meetings. PCSOs have also used the hand held speed gun to increase awareness and encourage safer driving in Shipston.
- SNTs have worked with a variety of agencies to tackle PPOs in Shipston, including Housing Associations, the RSPCA and even insurance companies when a modification to a car is spotted.
- A group of 14 -16 year olds in Shipston caught stealing alcohol were initially sent letters banning them the local shops. Those in the group who did not heed the warning were then convicted for burglary when caught re-offending.
- A local man was issued with an £80 fixed penalty notice for the theft of wine and batteries from a supermarket in Shipston-on Stour.
- Sergeant Darren Fretwell was presented with a Citizen Focus award for his commitment to Safer Neighbourhoods at a ceremony in Leamington in January 2006.
Wellesbourne
- The Wellesbourne Action Group (WAG) held its first meeting in October to look at issues affecting local residents. The refurbishment of the local youth club was chosen as the first project to tackle after a positive input by a group of young people at the meeting.
- A multi agency operation carried out at Wellesbourne in December resulted in several notices being served on drivers travelling near to Wellesbourne Market. Warwickshire Police, Warwickshire County Council Trading Standards, HMRC and VOSA were all involved in the operation.
- Police issued warnings to MG owners after five cars were stolen within a week in February, one of which was from Wellesbourne. Police are advising people to be extra vigilant with their vehicle security and to report any suspicious activity around parked cars, preferably as it is happening.
- Police worked alongside partner agencies in July to respond to flooding along the A429 in Wellesbourne and in many other parts of Warwickshire.
- Wellesbourne SNT officers have worked with partners in a campaign aimed at reducing harm to young people through the misuse of fireworks. It also highlighted the dangers of trick and treating and warned retailers that they would face penalties if caught selling fireworks or alcohol illegally.
- Local SNTs helped with reassurance policing at poll stations for local government elections in May (Kineton).
- A garage in Stratford worked with police to combat number plate thefts by offering to fit non-reversible screws to all new number plates at no additional cost to the customer. This offer was made available to Wellesbourne residents after thieves targeted cars from the area in June.

Southam
- Local SNTs in Southam helped with reassurance policing at poll stations for local government elections in May.
- Southam officers have worked with partners in a campaign aimed at reducing harm to young people through the misuse of fireworks. It also highlighted the dangers of trick and treating and warned retailers that they would face penalties if caught selling fireworks or alcohol illegally.
- A garage in Stratford worked with police to combat number plate thefts by offering to fit non-reversible screws to all new number plates at no additional cost to the customer. This offer was made available to Southam residents after thieves targeted cars from the area in June.
- SNT officers issued a safety reminder following a distraction burglary in Harbury in July. Householders were reminded to double check the identity of any callers at the door and to contact the police if their suspicions were raised.
- Local police assisted CID officers with enquiries into an attempted burglary at Budgens in Oxford Street, Southam in July. Four men were arrested in connection with the incident.
