Baseline Assessments
Her Majesty’s Inspectorate of Constabulary (HMIC) brings together a range of quantitative and qualitative information and judgements which allows them to compile a comprehensive assessment of each force, the Baseline Assessment. This generates a bespoke, three-year review programme for each force, with areas of critical weakness or under-performance being made subject to a focused inspection.

Basic Command Unit (BCU)
These units are the principle organisational units of the force. There are two BCUs in Warwickshire - Northern Area and Southern Area - which provide a 24-hour policing service, responding to all incidents within the geographical area covered.

BCU commander
Police officer of Chief Superintendent rank who has responsibility for co-ordinating the policing of the sectors under their overall command and who has responsibility for a devolved budget.

British Crime Survey
An important source of information about levels of crime and public attitudes to crime and other Home Office issues. The results play an important role in informing Home Office policy. It measures the amount of crime in England and Wales by asking people about crimes experienced in the last year.

Community engagement
The process of working collaboratively with and through groups of people affiliated by geographic proximity, special interest, or similar situations to address issues affecting the well being of those people.

Crime and disorder reduction partnerships (CDRPs)
A mechanism for local authorities, police authorities, health authorities and local probation committees to work together in combating the problems of crime and disorder in their locality.

Her Majesty's Inspectorate of Constabulary (HMIC)
Charged with examining and improving the efficiency and effectiveness of the Police Service in England and Wales.

Neighbourhood
A neighbourhood is usually a geographic area which is of a size that best serves the needs of the local communities. Neighbourhoods should be defined through consultation with partners and local people so that each neighbourhood reflects the people that live within it.

Neighbourhood police officers
These are officers who are dedicated to working in designated neighbourhoods and who are not abstracted to duties elsewhere unless in extraordinary circumstances.

They are familiar and accessible to their local community, helping to identify local priorities and working with residents and partner organisations such as the local authority to find solutions to local crime and disorder problems.

Safer Neighbourhood policing
Safer Neighbourhood policing is the police services commitment to improving your quality of life by working together with partners to improve your neighbourhood by targeting the issues that you identify as those that matter. Because this will be achieved by the police in your area working together with partners you may know it locally by a different name such as Neighbourhood Management or Neighbourhood Policing.

Safer Neighbourhood team
A safer neighbourhood team is a dedicated team which can be made up of police officers, police community support officers, community wardens, special constables, volunteers and partners, all working together in partnership with local people in your neighbourhood.

National Intelligence Model (NIM)
The National Intelligence Model is a method of working based on the principles of problem-solving policing and the use of community and criminal intelligence.

Police Authority
Warwickshire Police Authority has responsibility for securing the maintenance of an efficient and effective police force for the area. The Chief Constable has operational independence but remains accountable to the Police Authority for the performance of the force.

Police community support officer (PCSO)
Police Community Support Officers are full-time officers with partial police powers who are focused on community safety and deterring anti-social behaviour.

Police performance assessment framework (PPAF)
PPAF is intended as an effective, fair framework for comparing performance in policing, in a way that provides a firm basis for effective performance management at force, authority and central government level.

Signal crime
A signal crime is a crime, incident or disorder that when seen or experienced may trigger a member of the public to interpret it as a warning about their level of security. So much so that they may change their beliefs or behaviour as a result. These may have a negative disproportionate impact on the public's perception of security.

Special constable
Special constabularies are a force of volunteers who receive training from their local police force to work with and offer support to regular police officers. Special constables give at least 20 hours of their time a month and provide a vital link between the regular police and the local community.
