Despite consistent falls in the overall level of crime in the last ten years, too many people believe that crime is rising. They are telling us that they want a police service which understands and tackles the community safety issues which are most important to local people.
That is why we are committed to ensuring that every area is benefiting from Neighbourhood Policing by 2008. Neighbourhood Policing addresses community priorities, improves confidence and makes neighbourhoods safer.
But successful Neighbourhood Policing cannot happen in isolation, which is why this guidance has been written for partners by partners. Robust and effective solutions to local problems can only be delivered by harnessing the support, expertise and active involvement of all community safety partners – including communities themselves. Neighbourhood Policing offers one framework for bringing together all these key players, and for tailoring and delivering joint solutions.
In practice, these solutions will look different everywhere, as every community has its own particular needs and concerns. We hope that this guide will give community safety partners an understanding of the wider context within which Neighbourhood Policing operates, and encourage them to consider how they might work with Neighbourhood Policing teams to achieve communities that are safe and feel safe.

This guide is one in a series of guides produced by the Association of Chief Police Officers (ACPO) and the National Centre for Policing Excellence, and is designed to assist police forces in the way they make use of Police Community Support Officers (PCSOs). It is for managers, supervisors and PCSOs, as well as those working alongside them. PCSOs are an integral part of effective Neighbourhood Policing across England and Wales and this guide sets out ways in which PCSOs can contribute to effective policing and identifies aspects of good practice that you may find useful.
This guide outlines a number of issues in relation to PCSO deployment, including their powers, role and participation in partnership working. It contains practical examples of uses and applications from forces across England and Wales. This is a rapidly developing area that has seen many changes, particularly within 2006.
